日本介护“抢人”:16万接收计划出炉,资深护理经验吃香

日本老龄化持续加深,介护(老年人护理)人手长期不足。为补齐缺口,日本政府对外籍介护人才的需求逐年上升。
介护接收“16万人计划”
2026年1月23日,日本政府阁议决定了新的外国人材接收计划。其中介护领域,在令和10年(2029年)度末之前,拟通过“特定技能”接纳约12.69万人、通过新设的“育成就劳”接纳约3.38万人,合计约16.07万人。
截至2025年11月末,日本介护领域的“特定技能1号”在留者约6.55万人,已创历史新高。厚生劳动省推算显示,日本介护职员的缺口在持续扩大。
赴日做介护的主要路径
- 特定技能1号:无需学历限制,介护类年龄一般要求在18至40周岁。在国内考取日语N4证书后,赴日本考取介护特定技能证书即可申请该签证,通常无法携带家属,在留期一般最长不超过5年。
- 介护留学生:报读日本的介护福祉士培养学校(专门学校、短期大学等),毕业后参加国家考试取得介护资格。通常要求高中或中专以上学历、年龄在18至35周岁。
- 介护福祉士:通过日本国家介护福祉士考试后,可取得在留资格“介护”,续签次数不受限,可携带家属,长期在日工作和生活,广阔的长期居留乃至永住空间。

Japan's Caregiving Talent Crunch: A 160,000 Foreign Worker Plan, and Experienced Carers Are in Demand
Japan's aging population keeps deepening, and there is a chronic shortage of caregiving (kaigo) workers. To fill the gap, the Japanese government's demand for foreign caregivers has been rising year by year.
Japan's "160,000 Caregiver Plan"
On January 23, 2026, Japan's Cabinet decided on a new foreign-worker admission plan. In the caregiving sector, by the end of fiscal 2029, Japan plans to accept about 126,900 people under the "Specified Skilled Worker" scheme and about 33,800 people under the new "Ikusei Shuro" (trainee development) scheme, totaling about 160,700 people.
As of the end of November 2025, about 65,500 caregiving "Specified Skilled Worker No.1" residents were in Japan, a record high. The Ministry of Health, Labour and Welfare projects that the shortage of caregiving staff will continue to expand.
Main Pathways to Caregiver Jobs in Japan
- Specified Skilled Worker No.1: No educational requirement; the age limit is generally 18 to 40 for caregiving roles. After passing JLPT N4 and the caregiver skill test, you can apply for this visa. It usually does not allow family members to accompany you, and the stay is generally capped at around 5 years.
- Caregiver student: Enroll in a kaigo fukushishi (care worker) training college (vocational/short-term college), then take the national exam after graduation. It generally requires a high-school or vocational-school diploma, with age limits of 18 to 35.
- Kaigo Fukushishi (licensed care worker): After passing Japan's national care worker exam, you can obtain the "Caregiving" residence status. Renewals are unrestricted, and you can bring your family and work in Japan on a long-term basis, with scope for long-term residence or even permanent residency.
Who Is Better Suited to This Path
Caregiving is a person-to-person service, and nursing experience in some countries and regions is a plus. Job seekers with an interest in Japanese, a willingness to attend training and take exams, and good physical stamina and communication skills can explore this as a new career pathway.
